There are three full time, limited duration, classified positions which are represented by a union.

The Oregon Health Authority (OHA), Public Health Division (PHD), Office of the State Public Health Director (OSPHD), Fiscal and Business Operations Unit in Portland, OR is recruiting for three limited duration Budget and Fiscal Analysts, to provide budget and financial management for the programs within the Public Health Division. Fiscal and Business Operations works with all Public Health Division programs and other divisions and departments to ensure consistent alignment and effectiveness of resources and business practices and is responsible for the oversight of fiscal and business operations across the Public Health Division.
Most of this work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology. However, there are times that the work will need to be conducted at the central work location listed in this announcement, the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.

What will you do?
As a Budget and Contracts Coordinator, you will provide fiscal support to the community engagement team and work with the community engagement coordinators and the manager to develop, coordinate and analyze program budgets; coordinate grant awards; monitor, plan and develop grants/contracts; administer grants/contracts; and provide budget and fiscal oversight and technical assistance to community engagement staff, grantees/contractors and others. You will work as a part of a high functioning team to develop materials and processes while working across the COVID-19 response unit, incident management team and the policy and partnerships team to support the work of community-based organizations at the local level.

While in this position, you will function as the liaison between funding agencies, public health fiscal services, and the public health contracts coordinator for fiscal, grant, contract, and budget issues. You will organize and complete multiple, unrelated tasks as requested within established time frames. You must be a strong collaborator with the ability to listen and partner with the community to address needs and provide creative problem resolution.

What are we looking for?
Minimum Requirements
• Five years of progressively responsible experience that included preparing, analyzing, and administering of a budget or fiscal system; OR, five years of professional-level experience in accounting, fiscal auditing, management, or program analysis. Experience must have included modeling, forecasting, and analyzing fiscal information.

Requested Skills
• Preferred qualifications: a bachelor’s degree in finance, accounting, or a related degree and at least five years of experience with budget development and oversight; contract/grant development and administration, including experience with solicitation procedures; and the fiscal and administrative aspects of managing grants received from funding agencies.
• Technical writing skills required for developing contract and solicitation documents, and expenditure and revenue projections and reports.
• Experience developing fiscal and grant/contract management systems.
• Extensive experience using Excel and Word.
• Experience promoting a culturally competent and diverse work environment.
